Violence: Characters remove a dead animal from a trap. Characters are forced to attend a ceremony. Soldiers storm a crowd, knocking people aside and pulling an old man to the stage where he is shot in the head not seen on screen. They later carry his dead body away. Soldiers are sent out to the districts to quell the rebellion. A resister is tied to a post and flogged. His bloody back is shown. Other characters are hit with the whip or threatened with a gun.
The soldiers round up people, ransack their homes and set buildings on fire. A man is attacked and beaten in order to cause psychological distress to a competitor. Arrows, axes, knives and other weapons are used in the Games. Some characters are electrocuted or killed with poison gas. Wild animals, floodwaters and other natural disasters injure or kill contestants. Bloody injuries are shown on several occasions.
A character is badly burned. A woman is attacked and stabbed. Characters experience other forms of psychological torment. A character tries to attack a man with a medical syringe. My friend and I read this when we were only 10 years old, and we both really like it. Idk why people say it's not appropriate. I think the main message is that if you try, you can change the world, and stand up against the bad ppl. I would like it better if there's less of my favorite characters dying but it's fine.
If you're younger than 10 and have nightmares often, don't watch the movie. It's even worse when you actually SEE then killing each other. It's still my fav series tho. It had more blood then the first but the killing is barely filmed. Strict parents keep their kids from watching this, which is just dumb. This movie was handled by all of my kids, even my 8 year old one. Not as good as the original, but still a epic 2nd movie. I did not watch it without vidangel. It is not bad enough to be rated r but because of the violence sex and swear which includes the f word once I would rate it pg 14 - It does also have some drinking.

The closest the organization provides for justification of upping the rating to R actually falls under the explanation for PG By this measure, the yearly Hunger Games and the totalitarian state of Panem could justify an R based on certain interpretations.
Yet, it's the second note on violence under the PG explanation that is often observed the most, as it much easier to see. For every film it rates, the MPAA explains reasons for the rating, but they don't say what kept it from earning a restricted rating. We're left to assume that the PG for "Catching Fire" is mostly the product of showing little blood and cutting away from violence.
With all film ratings, the ratings board takes into account the context in which material is presented and tries to rate the film the way they believe most American parents would rate it.
